North Fair Oaks Community Council Meeting Minutes

Item 2: approval of minutes. Minutes from the Sept. 16, 1999, Oct. 21, 1999 and the Nov. 18, 1999 meetings were approved by a unanimous vote.
Item 3: written and oral communications and public comments Councilmember Trobough presented some announcements for Councilmember Lopez-Chavez. San Mateo County Sheriff Sergeant Vicky O'Brien is doing neighborhood watches in the Selby Park area and is encouraging and helping residents to organize them. There are some concerns by some people about businesses around Dumbarton and Glendale Aves. and about the impacts of the barrier which was placed on Glendale Avenue. Chantilly II, the restaurant which just opened on El Camino Real and which is a continuing item on the council's agenda is holding an open house/meeting with the neighbors in the area. Chantilly II plans to provide food and drinks.
Councilmember Trobough reported that Gino @ BFI is committed to helping the North Fair Oaks area with the litter problem by giving information and providing garbage cans when possible. There was some discussion and consensus was that this is great news, the litter problem is severe and
that the cans placed and clean up efforts by BFI and the Middlefield Rd. Merchants has significantly abated the litter problem around 5th & Middlefield.

Councilmember Miller reported that the QuickStop Mart on Middlefield by 8th Ave. has applied to the Bay Area Air Quality Control Board to increase the amount of gas that they pump. Information is available about the statistical health risks to the surrounding community. Councilmember Miller brought up the fieldtrip that San Mateo County planner Lida Kvaskina wants to organize with the Council to view the differently zoned commercial areas of North Fair Oaks and Redwood City. The Council agreed to meet at the Human Resources Center at 2500 Middlefield Rd. (the Council's usual meeting place) on Saturday January 8, 2000 at 10:00 am to view the zoning areas (there will be a van for transportation on the field trip).
Councilmember Gallegos-Diaz announced a block party for La Posada on Huntington Ave. sponsored by several groups including the Middlefield Rd. Merchants. It will be on Saturday December 18, 1999 from 4-8:00 PM and all are welcome.
Item 4: subcommittees' year end reports
Councilmember Miller handed out copies of the Public Safety Subcommittee Year-end report. This year the sub-committee promoted an increase of representation from the Sheriff's Dept., revisited and defined areas of nuisance including ice cream trucks, and kept informed of code enforcement activities. San Mateo County Sheriff's Dept. Noemi Ruelas has been very beneficial as a liaison.
Councilmember Boyd presented and handed out copies of the Community, Education and Welfare Subcommittee Year-end report. Some of the activities were advocating for and attending meetings in support of funding for recreation facilities and programs, supporting the North Fair Oaks Councils approval of CSA8 funds for community policing and supporting efforts for North Fair Oaks clean up projects.
Councilmember Gallegos-Diaz and Councilmember Boyd gave the Council a "heads up" on an initiative which could have an impact on the youth in North Fair Oaks area having to do with increasing penalties for certain crimes. They suggested having this on the Council's agenda for either the Jan. or Feb.

Councilmember Trobough handed out copies of the Environmental Subcommittee Year-end report. The Middlefield Rd. corridor project has been the main focus of this committee this year. Trash receptacles, crosswalks and traffic signals are a continuing issue. Drainage and Street standards have been stalled due to lawsuits. Groundwork has been done re the planned El Camino Real zoning upgrade and will continue into 2000. Other goals include Selby Park traffic issues, massage parlor, speed bumps, street closure impacts, neighborhood watch, illegal home businesses and ice cream trucks.
Item 5: inauguration of new Councilmember Helen Mader
Erin Koch, Legislative Aid to Supervisor Rose Jacobs Gibson, welcomed new Councilmember Mader, gave a nice speech and presented a commendation to her.(item 5 was switched to the head of the agenda as Erin couldn't stay for the meeting.)
Item 6: presentation of Appreciation Awards
Certificates of Appreciation in recognition of their contributions to the community were presented to:
Erin Koch, Legislative Aid to Supervisor Rose Jacobs Gibson for his support of the North Fair Oaks Council
Gino Gasparini, of BFI, for his help coordinating and providing trash receptacles to the community
Ann Stillman, of the San Mateo County Public Works Dept., for her history of support in the Middlefield Rd. corridor project
Mike Sanchez, of the San Mateo County Public Works Dept., for his continuing support in the Middlefield Rd. corridor project
Dave Holbrook, of the San Mateo County Planning Dept., for his history of support of the North Fair Oaks Council in zoning projects
Lillian Clark, of the San Mateo County Public Works Dept., for providing information, planning and placement of trash receptacles in the Middlefield Rd. corridor project
Steve Mader, for his work as liaison to the Council for the Fair Oaks Beautification Association and their tree committee.
