Kathi Peregrine, Chair, N2N neighborhood watch group -
Got information that to address the closure of Holbrook, letters should be sent to the town of Atherton.

Daniel Driscoll 827 17th. -
Atherton caused today’s problem by trying to cut the street off. Resident of 59 years comments on last version. Atherton put up temporary berms and removed them once the chicanes were in on 17th. Should have put speed bumps, but 17 years later now they want to close it again. No one on the 17th side wants this.

IV. Sheriff’s report

CHP Mike Maskarich Area Chief, staff of about 130.
77% decrease in DUIs from 2000 to 2009 (260 down to 66) 55% decrease between 2000 and 2010 (2009 was a very low year). 64% decrease in vehicle collisions between 2000 – 2010. Attribute this to a more cognizant public and more aware business community. Also attribute some of this to the reduction in alcohol outlets.

V. Consideration of response to Office of the County Counsel’s request that NFOC provide recommendation to the County Board of Supervisors regarding the requests for certificates of public convenience or necessity to sell alcoholic beverages at:


A). DT McKee Petroleum Corporation at 743 Marsh Road

Several public comments, several addressed not the alcohol license directly but complaints about the business as it is and lack of credibility relating to promises to monitor potential problems created by ability to purchase alcohol:

John (? neighbor) mentioned as an example of this lack of credibility that he had talked to the attorney for the gas station owner requesting alcohol license. They promised to put up signs saying please turn off/ down your music. No signs have appeared.

Disturbances already from: Loud music. Filling tanks at late hours, Trash emptied at 4 am. Trash thrown in [over the fence into private] yard.

Christine Lamm – Problems with noise, fumes in home [from the gas station]

Kathi Peregrine - Too many criminal incidents already in the neighborhood.

Too many outlets already in the area.

Area of gas station is difficult to navigate by car and already a traffic problem. Having more traffic [with increased business] would create more danger.

Young girl (living adjacent to the station) is awakened at night by loud music from the station’s customers.

Gas station attracts out-of-area folks for cheap gas; would they do the same w cheap liquor?

Concern is that people would buy their alcoholic beverages at the station and then park on the neighborhood streets and drink and throw trash, etc.

Adds a new negative dimension to the area.

Brian Foret – lives behind. Gas station is already a nuisance; tanks filled and trash emptied in the middle of night. Lived there since 1995. Tried to contact owner for all these years and never a response. Owner also refused to speak to his wife (in the wife’s own language, Chinese). Garbage gets thrown over the fence. This would be a safety concern.

Neighbor: The situation is worse than has been expressed.

Why does a gas station want to sell alcohol? This area especially should just be limited to selling gas.

Motion by Laura Caplan, 2nd by Dale Miller to not support gas station application for license to sell alcoholic beverages. Motion passed with unanimous vote.

Little Store , LLC at 2701 A El Camino Real
Motion by Dale, second by Laura. 6 in favor 1 against motion to not support the alcohol license at Little store.
