Business owner of Spin City, Wash and Dry, a laundry mat, explained the process he went through to obtain business license. His concern is for business
Licenses issued for massage places issued by the state to work anywhere. Locally,
Within county massage technicians are not required to update skills and reapply for
a new license like beauticians do. More criteria is needed to make sure that all
Technicians are properly licensed and current. Different perspectives are being looked at by different agencies: sheriff’s department, environmental, health and welfare and planning department. There exists in the county a general work description of a massage establishment however more info is needed to make it more specific. It will be discussed as a future agenda item.

#5 Supervisor’s Report

Two \ new legislative aides have been hired making a total of 3 in the office.
MLK Day: Planning committee rode the freedom train to the city for the MLK activities celebration. There was a clean up at Garfield School by Kaiser. Take a Hike encourages healthy habits and living and has a planning meeting on 1/___/11
Active recruitment sought for a business owner for the NFOCC.

#6 Sheriff’s Report

December 2010 Christmas season toy drive was a huge success. 200 families received toys with San Mateo Credit Union assisting.
Burglaries in area increased and simple precautions need to be taken as explained.
Lydia Hernandez has been newly hired for the front office at the substation on Middlefield Road. Regular business hours now resumed.

#7 #1 DT McKee Petroleum

Reference was made of a letter which was sent to all the area around said business. General description of business and operating hours was explained.
Business wishes to sell alcoholic beverages and is applying for a liquor license.
Conditions were stated: Reduced hours of the sale of liquor; No sale of single cans to reduce the risk of use by minors.
Public Comments:
1) Lynn/Donna: Noise level is horrendous already because of the garbage and recycling trucks and adding the sale of liquor will exacerbate problem with more traffic and loud noise. They feel that this is taking place in their back yard.
2) Noise unbearable. Sheriff activity there has increased over the years already.
3) Not properly managed now. Selling alcohol the problems will get worse.
4) No need to sell alcohol there because Key Market in Marsh Manor Plaza sells alcohol plus there is a liquor store there also.
5) County sent informational letter on 12/16/10 when many families were busy with holiday activities and traveling during that time. She felt offended that the timing of the letter was off and felt that was a factor for not having more residents at this meeting.
6) Janice, 30 year resident felt that selling alcohol would bring more risk into neighborhood.
7) NFOCC, Many people go to Valero for its budget gas and it has been the policy of the council now for awhile to not accept any new retail alcohol business.
8) Kathi, Chair, Neighborhood Watch sent a protest letter trying hard to keep the community safe. Recommends no new retail liquor license.
9) Dangerous to get in and out because of limited space already. There would need to be a study for parking space permit.
10) Viviana, Convenient for owner, traffic is dangerous now and this will add to a bad situation.

Type 21 license covers all alcoholic beverages and is the most expensive. However it can be modified to only sell beer and wine and if there are problems the license could be revoked. This license is transferable with restrictions if business is sold to a new owner.
Council’s position: There is now a moratorium on new liquor licenses because of a saturation in the NFO area.
More discussion needed (no quorum to vote on this issue).


#7 Presentation The Little Store, LLC at 2701 A El Camino Real

General description of business; wants liquor license to be able to serve beer and wine with the various sandwich options the business now offers.
Comments: Saturation of retail liquor places on other side of town not there. Consider on sale if needed. Customers want the business to serve beer or wine. They are very neighborhood friendly and have regular customers. They feel they are a good business for the area.
Decided to table decision by the Council to allow for more discussion and comments from the public.

#8 Discussion of the closing of Holbrook Lane

Presentation of history and update by Jo LoCoCo from department of Public Works
Comment: More public outreach needed. Strategize for a trial closure at limit time, present a questionnaire and feedback to town council. Wider area needed for feedback.
Public streets are public. Inconveniences are only for certain times of the day. Any type of barrier or blocking pits neighbors against each other. Traffic is too fast through many of the side streets. Consider all options: Traffic count, adjusting merging lanes, no right turn.
